Practice Emphasis
Mr. Farrell's practice emphasizes representing creditors, banks, and financial institutions in all Oregon and Washington state and federal courts. Mr. Farrell assists those clients to ensure that their activities comply with all applicable state and federal laws and regulations. His areas of expertise include the following:

  • Advising financial institutions on compliance with the Federal Truth in Lending Act, including Regulation Z, the Equal Credit Opportunity Act, the Fair Credit Reporting Act, and the Unlawful Debt Collection Practices Act;
  • Defending financial institutions against claims alleging violations of the Federal Truth in Lending Act, including Regulation Z, the Equal Credit Opportunity Act, the Fair Credit Reporting Act, the Unlawful Debt Collection Practices Act, and Oregon and Washington consumer credit protection and other state laws; and
  • Representing creditors in obtaining relief from the automatic stay in bankruptcy cases filed under Chapters 7, 11 and 13 of the Bankruptcy Code, as well as objecting to confirmations of Chapter 11 and Chapter 13 plans, filing and litigating adversary proceedings, including nondischargeability actions, and all other matters coming before the bankruptcy courts.

Education
Mr. Farrell is admitted to practice law in Oregon and Washington and before the U.S. District Court of Oregon, and the Eastern and Western Districts of Washington.

He received his Bachelor of Arts degree in English from the University of Oregon, his Juris Doctorate from the Catholic University Columbus School of Law, and his Masters in Taxation (LL.M) from Georgetown University Law Center.

Professional and Community Activities
Mr. Farrell is a member of the American Bar Association Section on Taxation, the Oregon State Bar Association, the Washington State Bar Association, the Multnomah County Bar Association, and the Seattle-King County Bar Association. He is active in the Portland Tax Forum, the Pacific Northwest International Trade Association; Portland Chapter of Georgetown Alumni Association, and the Portland Chamber of Commerce.

Community activities have included memberships on the board of directors or board of advisors for many non-profit organizations, including St. Aidan's Place, the Orton Dyslexia Society, Fundamentals of Written Language, Inc., Old McDonald's Farm, and Free Flight Bird and Marine Mammal Rehabilitation Center.
